About Dialing Internationally:
In most countries, mobile phones
are given dedicated mobile phone codes within the country's telephone
number plan. Some countries that do not use area codes (like Singapore)
provide specific number ranges to mobile phones that are different from
landlines. One notable exception to this type of assignment is the
countries within the North American Numbering Plan Association (NANPA)
-United States, Canada, and most of the Caribbean, in which mobile
phones are assigned numbers within geographic area codes, and are not
easily distinguishable from landlines.
Many people, especially in the NANPA, are not aware of the fact that
calls to international mobile numbers are usually charged a much higher
rate compared to calls to regular landline telephone numbers. eg; a
popular international calling provider lists the following rates for
calls from the United States to UK: 2.5 cents per minute for calls to UK
land lines, and 19 cents per minute for calls to UK mobile subscribers.
Basically there are two types of numbering plans in connection with this
issue:
- plans that don't differentiate between fixed and mobile numbers, such
as the NANPA
- plans with different area codes/prefixes for mobile and fixed line
numbers
The main difference between the two types of telephone plans is the
'calling party pays' method. i.e. the person being called wouldn't be
charged for receiving calls on his mobile phone. The calling person pays
a higher rate than when calling a landline number.
